Tips on How to Verify Whether Your Laptop Power Charger is Defective  by Graham Kelly
If the charger doesn't work then the laptop battery power will eventually discharge whenever you turn on the laptop. If the re-charge warning light on the laptop does not light after you link up the charger to the power outlet and the laptop, then no energy gets to the laptop indicating that the battery charger could possibly be faulty.
